Citizen Centered Climate Intelligence: Operationalizing Open Tree Data for Urban Cooling and Eco-Routing in Indian Cities

Urban climate resilience requires more than high-resolution data; it demands systems that embed data collection, interpretation, and action within the daily lives of citizens. This chapter presents a scalable, citizen-centric framework that reimagines environmental infrastructure through participatory sensing, open analytics, and prescriptive urban planning tools. Applied in Pune, India, the framework comprises three interlinked modules: (1) a smartphone-based measurement toolkit enhanced by AI segmentation to extract tree height, canopy diameter, and trunk girth; (2) a percentile-based model using satellite-derived Land Surface Temperature to calculate localized cooling through two new metrics, Cooling Efficacy and Ambient Heat Relief; and (3) an eco-routing engine that guides mobility using a Static Environmental Quality score, based on tree density, species diversity, and cumulative carbon sequestration. Together, these modules form a closed feedback loop where citizens generate actionable data and benefit from personalized, sustainable interventions. This framework transforms open data from a passive repository into an active platform for shared governance and environmental equity. In the face of growing ecological inequality and data centralization, this chapter presents a replicable model for citizen-driven urban intelligence, reframing planning as a co-produced, climate-resilient, and radically local practice.

Revisiting Citizen Science Through the Lens of Hybrid Intelligence

Artificial Intelligence (AI) can augment and sometimes even replace human cognition. Inspired by efforts to value human agency alongside productivity, we discuss the benefits of solving Citizen Science (CS) tasks with Hybrid Intelligence (HI), a synergetic mixture of human and artificial intelligence. Currently there is no clear framework or methodology on how to create such an effective mixture. Due to the unique participant-centered set of values and the abundance of tasks drawing upon both human common sense and complex 21st century skills, we believe that the field of CS offers an invaluable testbed for the development of HI and human-centered AI of the 21st century, while benefiting CS as well. In order to investigate this potential, we first relate CS to adjacent computational disciplines. Then, we demonstrate that CS projects can be grouped according to their potential for HI-enhancement by examining two key dimensions: the level of digitization and the amount of knowledge or experience required for participation. Finally, we propose a framework for types of human-AI interaction in CS based on established criteria of HI. This "HI lens" provides the CS community with an overview of several ways to utilize the combination of AI and human intelligence in their projects. It also allows the AI community to gain ideas on how developing AI in CS projects can further their own field.

Coupling AI and Citizen Science in Creation of Enhanced Training Dataset for Medical Image Segmentation

Recent advancements in medical imaging and artificial intelligence (AI) have greatly enhanced diagnostic capabilities, but the development of effective deep learning (DL) models is still constrained by the lack of high-quality annotated datasets. The traditional manual annotation process by medical experts is time- and resource-intensive, limiting the scalability of these datasets. In this work, we introduce a robust and versatile framework that combines AI and crowdsourcing to improve both the quality and quantity of medical image datasets across different modalities. Our approach utilises a user-friendly online platform that enables a diverse group of crowd annotators to label medical images efficiently. By integrating the MedSAM segmentation AI with this platform, we accelerate the annotation process while maintaining expert-level quality through an algorithm that merges crowd-labelled images. Additionally, we employ pix2pixGAN, a generative AI model, to expand the training dataset with synthetic images that capture realistic morphological features. These methods are combined into a cohesive framework designed to produce an enhanced dataset, which can serve as a universal pre-processing pipeline to boost the training of any medical deep learning segmentation model. Our results demonstrate that this framework significantly improves model performance, especially when training data is limited.

The CitizenQuery Benchmark: A Novel Dataset and Evaluation Pipeline for Measuring LLM Performance in Citizen Query Tasks

"Citizen queries" are questions asked by an individual about government policies, guidance, and services that are relevant to their circumstances, encompassing a range of topics including benefits, taxes, immigration, employment, public health, and more. This represents a compelling use case for Large Language Models (LLMs) that respond to citizen queries with information that is adapted to a user's context and communicated according to their needs. However, in this use case, any misinformation could have severe, negative, likely invisible ramifications for an individual placing their trust in a model's response. To this effect, we introduce CitizenQuery-UK, a benchmark dataset of 22 thousand pairs of citizen queries and responses that have been synthetically generated from the swathes of public information on gov.uk about government in the UK. We present the curation methodology behind CitizenQuery-UK and an overview of its contents. We also introduce a methodology for the benchmarking of LLMs with the dataset, using an adaptation of FActScore to benchmark 11 models for factuality, abstention frequency, and verbosity. We document these results, and interpret them in the context of the public sector, finding that: (i) there are distinct performance profiles across model families, but each is competitive; (ii) high variance undermines utility; (iii) abstention is low and verbosity is high, with implications on reliability; and (iv) more trustworthy AI requires acknowledged "fallibility" in the way it interacts with users. The contribution of our research lies in assessing the trustworthiness of LLMs in citizen query tasks; as we see a world of increasing AI integration into day-to-day life, our benchmark, built entirely on open data, lays the foundations for better evidenced decision-making regarding AI and the public sector.

Of the People, By the Algorithm: How AI Transforms Democratic Representation

This review examines how AI technologies are transforming democratic representation, focusing on citizen participation and algorithmic decision-making. The analysis reveals that AI technologies are reshaping democratic processes in fundamental ways: enabling mass-scale deliberation, changing how citizens access and engage with political information, and transforming how representatives make and implement decisions. While AI offers unprecedented opportunities for enhancing democratic participation and governance efficiency, it also presents significant challenges to democratic legitimacy and accountability. Social media platforms' AI-driven algorithms currently mediate much political discourse, creating concerns about information manipulation and privacy. Large Language Models introduce both epistemic challenges and potential tools for improving democratic dialogue. The emergence of Mass Online Deliberation platforms suggests possibilities for scaling up meaningful citizen participation, while Algorithmic Decision-Making systems promise more efficient policy implementation but face limitations in handling complex political trade-offs. As these systems become prevalent, representatives may assume the role of architects of automated decision frameworks, responsible for guiding the translation of politically contested concepts into technical parameters and metrics. Advanced deliberation platforms offering real-time insights into citizen preferences will challenge traditional representative independence and discretion to interpret public will. The institutional integration of these participation mechanisms requires frameworks that balance the benefits with democratic stability through hybrid systems weighting different forms of democratic expression.

DeepPersona: A Generative Engine for Scaling Deep Synthetic Personas

Simulating human profiles by instilling personas into large language models (LLMs) is rapidly transforming research in agentic behavioral simulation, LLM personalization, and human-AI alignment. However, most existing synthetic personas remain shallow and simplistic, capturing minimal attributes and failing to reflect the rich complexity and diversity of real human identities. We introduce DEEPPERSONA, a scalable generative engine for synthesizing narrative-complete synthetic personas through a two-stage, taxonomy-guided method. First, we algorithmically construct the largest-ever human-attribute taxonomy, comprising over hundreds of hierarchically organized attributes, by mining thousands of real user-ChatGPT conversations. Second, we progressively sample attributes from this taxonomy, conditionally generating coherent and realistic personas that average hundreds of structured attributes and roughly 1 MB of narrative text, two orders of magnitude deeper than prior works. Intrinsic evaluations confirm significant improvements in attribute diversity (32 percent higher coverage) and profile uniqueness (44 percent greater) compared to state-of-the-art baselines. Extrinsically, our personas enhance GPT-4.1-mini's personalized question answering accuracy by 11.6 percent on average across ten metrics and substantially narrow (by 31.7 percent) the gap between simulated LLM citizens and authentic human responses in social surveys. Our generated national citizens reduced the performance gap on the Big Five personality test by 17 percent relative to LLM-simulated citizens. DEEPPERSONA thus provides a rigorous, scalable, and privacy-free platform for high-fidelity human simulation and personalized AI research.
