Add model card and metadata

This PR adds a comprehensive model card for RLA-WM. It includes:
- Relevant metadata, specifically the
roboticspipeline tag. - Links to the paper, project page, and source code.
- A brief introduction to Residual Latent Action (RLA) and the RLA World Model (RLA-WM).
- Quickstart instructions for environment setup and downloading pretrained weights as documented in the official repository.
